I assume MP3 files can be downloaded to a PC or a Mac or directly to a cell phone but I am not sure. I want to know whether any websites ONLY allow download to a phone and not a computemp3 download music sitesr.

Yes there are some websites that work so but for that you will need a pmp3 download music siteshone that allow applications to connect to it, like for example iTunes on the iPhone.
There are many and I only use cheapmusicdownload for music download...
